Four young Kurdish men were detained by a force belonging to Syria’s General Security apparatus in the Sheikh Maqsoud neighbourhood of Aleppo on 26 July 2026 and taken to the Ashrafieh police station. No official statement has been issued explaining why they were arrested or on what legal basis they are being held.
Only one of the four has been identified — Bashar Hassan Osman — according to information from local sources. The identities of the other three were still unknown when the case was documented. There is no information about where the men are actually being held, or whether they have been able to contact their families or obtain legal assistance.
Local sources said the arrests were not carried out by a marked security patrol but by men in an unmarked civilian vehicle, a silver Hyundai Santa Fe.
The legal standard
Under international human rights law, any deprivation of liberty must follow clear legal procedures. Detainees must be told why they are being held, allowed to contact their families and lawyers, and brought before a competent judicial authority within the periods set by law. Holding people while withholding official information about their fate or their whereabouts raises serious concerns of arbitrary detention and enforced disappearance.
The demands being made in this case are narrow and immediate: disclose where the four men are and what has happened to them, allow them contact with their families and access to a lawyer, and conduct any security procedures against them within the law and in line with international human rights standards.
A neighbourhood under new control
Sheikh Maqsoud and the adjacent Ashrafieh district came under the control of transitional authority forces this year, following a military operation that began on 6 January 2026 and ended with both neighbourhoods taken on 10 January 2026, after confrontations with local Kurdish forces.
Serious violations of international humanitarian law and international human rights law against Kurdish civilians in Sheikh Maqsoud were documented during that operation, based on video material and field information that was verified and published at the time.
