FIDH Warns of Record Detentions and Judicial Abuse in Cambodia Ahead of 2027 Elections

Record High in Arbitrary Detentions

On 2 October 2026, during the 63rd session of the United Nations Human Rights Council, the International Federation for Human Rights (FIDH) delivered an oral statement within the framework of the Interactive Dialogue with the Special Rapporteur on human rights in Cambodia. The organization welcomed the Special Rapporteur’s inaugural report on the country and affirmed its readiness to support the mandate holder in addressing the deteriorating human rights situation.

FIDH highlighted a troubling trend of relentless repression targeting peaceful dissidence and activism. According to the statement, this crackdown has resulted in a significant surge in arbitrary detentions. The number of individuals imprisoned for the legitimate exercise of their rights reached a record high of 131 in April of this year. As of the time of the statement, the figure stood at 110 detainees, a group that includes 10 women.

Judicial Abuse and Misuse of Charges

The statement identified a worrying escalation in judicial abuse, specifically noting the government’s misuse of legal provisions regarding “plotting” and “treason.” These charges have been deployed against social media users, journalists, and political activists, resulting in prison sentences exceeding a decade. FIDH emphasized that these actions constitute a blatant violation of Cambodia’s obligations under international law.

Particular attention was drawn to the ongoing imprisonment of specific groups facing politically motivated charges. These include five journalists, five environmental rights defenders affiliated with the grassroots organization Mother Nature, which has received awards for its work, and two student activists from the Khmer Student Intelligent League Association. Despite repeated requests, courts have consistently denied bail applications for all these individuals.

Call for Release and Warning on Future Elections

FIDH reiterated its urgent call for the immediate release of all detained activists and the withdrawal of charges against them. The organization demanded an end to all acts of harassment directed at members of civil society. Furthermore, the statement warned that the extremely limited civic and political space currently existing in Cambodia will likely compromise the integrity of upcoming local polls.

The commune elections scheduled for June 2027 are expected to mirror previous local elections, which were characterized by a lack of inclusivity and participatory processes.
